Title: Small and Medium Scale Enterprises Performance in Nigeria: Implications of Government’s Human Capital Development Expenditures

Abstract: This study determined the effects of government‘s human capital development expenditures on the performance of small and medium scale enterprises in Nigeria. The study covered the duration, 1990 to 2023. Adopting the indicators of state‘s human capital development expenditures as public expenditures in health, education and research and development, with SMEs‘ output as indicator of small and medium scale enterprises performance, the study utilised time series data gathered mainly from the Central Bank of Nigeria (CBN) Statistical Bulletin and the World Bank Development Indicators, 2023. Employing the Autoregressive Distributive Lag (ARDL) model‘s short-run and long-run dynamic estimation processes, the empirical outputs showed that government‘s expenditures in health and education were stationary at levels while SMEs‘ output and outlays in research and development (R&D) appeared first difference stationary, and the Bounds test revealed cointegrating association in the model. Also, public spendings in health, education and in research and development had positive and significant effects on SMEs‘ output in Nigeria. It is concluded that small and medium scale enterprises performance significantly improved with government‘s expenditures in human capital development in Nigeria. It I thus, suggestive among others that government should implement policies that will strengthen promotion of human capital development in Nigeria by channeling more expenditure to health, education as well as research and development (R&D) as such will improve SMEs progress in Nigeria.
